Scoping

The proposed development requires Environmental Impact Assessment (EIA) under Schedule II, 3(i) of DETR Circular 02/99. The determined scope of the EIA indicates the requirements and issues to be addressed by the EIA. The scope is determined through a consultation process.

A formal scoping meeting was held at the Herefordshire Council offices on the 5th September 2007, to which representatives of the Council, Powys County Council, Natural England, RSPB, English Heritage, The Shropshire Hills AONB commission and other local stakeholders and consultees were invited. The purpose of the Scoping meeting was to determine the scope of the EIA. A formal Scoping Opinion of Herefordshire Council, based on the guidelines under Schedule IV, Part 1 of Statutory Instrument 1999 No. 293, was subsequently issued on 5th October 2007.
